“Before I knew that Ivan Elises had been arrested for domestic violence... I saw Ivan Elises 3 times for ADHD med management. He changed my prescription (dosage) without my knowledge and without discussion, in violation of Patient Rights and Kettering Health's policy. When I complained to him about being blindsides via the portal and requested my clinical records, he blocked the release of my medical records to me, in violation of HIPAA laws. He manufactured a reason for his refusal that involved falsifying documents. When i met with him in person to try to explain my rights, he refused again--while admitting he knew that what he was doing was illegal. He then *loudly* complained about me (in detail, including my medical info) to the office admin--another clear violation of HIPAA law. And obviously very rude. When I escalated to Kettering's privacy officer and filed complaints with the Ohio Nursing Board and Health Department, Kettering Health retaliated against me, by kicking me out of the practice due to my HIPAA complaints. This (retaliation for filing a complaint) is also a HIPAA violation. I have detailed these legal violations (and others) to the Kettering Health Privacy officer, who has not responded to my recent emails. It is clear that the folks in this office do not understand or follow Patient Rights and HIPAA laws, nor rules they must follow to remain licensed in the state of Ohio. Investigations by the state/ Nursing Board are underway but take time. I hope this review can prevent more vulnerable patients without the time and energy to self-advocate such a poor, disrespectful, and unprofessional experience. This man is a danger to patients.”
